Key objectives

The primary objectives of the meeting are to:
  • Identify key climate-related data sources that should be promoted as reference sources and outline a project to enhance their visibility in the WMO Information System and to simplify user access to them.
  • Provide guidance on the development of a WMO-wide guide on information management through a review of existing practices and guidance on information management used by WMO Programmes and other organizations.

Purpose of the workshop:

  1. Review existing experience, standards and available guides/guidelines on data management developed by WMO Programmes and other organisations, identify common elements of best practices and new requirements of Programmes, and provide guidance on the development of a WMO-wide guide on information management.
  2. Agree on principles underpinning information management and related systems to ensure easy and timely access, quality assurance and transparency and licensing (guidance for information management component of WIS)
  3. Identify and agree on minimum requirements for interoperability between information management at national, regional and global levels and between WMO programmes
  4. Advise on partnership with other organization for managing non-meteorological data (e.g., DRR-related impacts data, socio-economic data, etc)

Expected outcomes:

  1. Improved awareness of climate data and products sources,
  2. Launch a multi-stakeholder project based on WIS standards and infrastructure to demonstrate the value and benefit of WIS . A first step will be to develop a catalogue of 15 to 20 datasets most essential, ready for sharing, with quick discovery and access and use globally with high quality, open and freely available including from Climate, Hydrology and Marine, and ensuring that these are returned in prominent positions when users make relevant searches in the WIS Discovery Metadata Catalogue.
  3. Common requirements for guidance on information management. Agree on the outlines of high level quick reference for guidance to be developed jointly by experts representing the stakeholders. The guidance is likely to consist of a combination of generic WMO standards and Guides to best practice that are broadly applicable to all WMO Programmes, supported by additional guidance for specific application areas. The guidance would cover the whole information life-cycle from identification of the need for information, through creation, quality management, processing, exchange and retention, to disposal of information that is no longer required. The outcomes of providing such guidance are expected to be:
    1. Enhanced relevance of information
    2. Quality and provenance of information recorded for use by applications
    3. Greater visibility and uptake of information, particularly that from reference sources
    4. Improved availability of information
    5. Simplification of production processes that require information from multiple sources.
