Overview
An adhoc inter-program workshop has been called to plan the activities required to develop a data representation for the use and exchange of meteorological observations data, together with the context of how that observation was made, and relevant data provenance, particularly within the climate domain.This workshop is timely, following a number of WMO related activities, including:
- The publishing of WIGOS Observations Metadata;
- The publishing of WMO No: 1131, Climate Data Management System Specifications, including a definition of climate metadata (Observations; Discovery; and Provenance);
- A CCl / WIGOS adhoc meeting on Observational Metadata in Geneva on November 2014 that concluded that WIGOS Metadata and Climate Observations Metadata is essentially the same;
- The development of the WMO Profile of ISO 19115 Discovery Metadata;
- The development of the initial WMO METCE logical data model based on ISO 19156 Observations and Measurements;
- The development of the OGC Timeseries logical data model, also based on O&M. This work has been led by both the UK MetOffice and BoM; and
- The development of the OSCAR database by MeteoSuisse to store global observations metadata.
The time has come to develop a formal logical data model to underpin the exchange of observational metadata via a number of technologies, including perhaps XML, RDF, BUFR, NetCDF and potentially other formats.
This data model should re-use and extend the work that has been done to date on METCE and related technologies.
Key objectives
The primary objectives of the meeting are to:- develop a common understanding within the team of a range of issues surrounding the development of a logical data model to underpin future exchange of meteorological observations data, together with the context of how that observation was made (metadata); and
- using this common understanding, to agree on a work plan to further develop the logical data model and to demonstrate its effective use.
Workshop goals:
The goals of the workshop are to:- get participants to a level of expertise where they are able to contribute;
- determine how to incorporate OGC Timeseries into the WMO data model framework (METCE);
- determine how to map WIGOS Metadata requirements onto METCE, WMO Core Metadata Profile and Timeseries;
- identify the extensibility mechanisms to be used within the formal encoding of METCE and the WIGOS Metadata to enable more detailed requirements, such as those of surface-based climate observations, to be subsequently added;
- collectively develop a first-cut UML model for the formal encoding of WIGOS Metadata;
- derive the GML Application Schema from that first-cut UML model;
- encode sample data in XML compliant with the GML Application Schema and evaluate against anticipated usage patterns for WIGOS Metadata:
- exchange of observation time-series data; and
- provision of observing system descriptions to the Observing System Capability Analysis and Review tool (OSCAR).
- agree the work plan.
NB: The first cut logical data model and related GML Application schema that we plan to develop at points 5 to 7 above, will be very rudimentary and will need considerable subsequent work to turn it into something usable for operational tasks.
