	Speaker:	Karan Bains leads the Pinkerton Global Risk Group (GRG) operations for Asia. Karan’s unit is responsible to provide proactive intelligence services to Pinkerton’s global clients and regional offices. His team delivers instant alerts as well as daily analysis of global developments like terrorism/armed conflict, political-instabilities, civil disorder, natural disasters, maritime piracy, as well as geo-political events. As part of his role he also co-ordinates crisis response for Pinkerton clients. Karan has helped clients effectively manage real on ground situations such as bomb threats, fire, cyclones, civil unrest, communal violence and labour agitations etc in South Asia. Karan has spent seven years as an officer in the Indian Army where he has helped strategize placement of radio detection and electronic/optical surveillance equipment on the Indian border. He was also an Electronics and Radio instructor where he has successfully trained several officers and soldiers of Indian and foreign armies on early warning systems.

	Speaker:	Alexander Beck is head of the Section Product Development and Design at the Austrian National Weather Service (ZAMG). Together with his team he is responsible for the development and operation of ZAMG's severe weather warning system and in particular for the dissemination of warning information. He is also actively involved in the design and implementation of the CAP specifications within MeteoAlarm.

	Speaker:	Jason Bier is Conversant’s Chief Privacy Officer. He is an attorney and serves on the Board of Directors of the U.S. Network Advertising Initiative, the Communications & Principles Committee at the Digital Advertising Alliance, and a Representative of the Federation for Internet Alerts. Jason was the recipient of the Interactive Advertising Bureau’s 2013 Service Excellence Award for his efforts to protect consumers in the area of Internet privacy.

	Speaker:	Eliot Christian is a consultant to and retired from the World Meteorological Organization (WMO). He was a chief architect of the WMO Information System and the Global Earth Observations System of Systems (GEOSS). Eliot is also retired from, but remains a volunteer to, the United States Geological Survey (USGS) where he helped lead broad programs for environmental data sharing and had a key role in some technical standards. For more than 10 years he has been active in promoting CAP, especially internationally.
	Topic:	Mobile4D: A Disaster Alerting and Management System based on Smartphones
	Speaker:	Lutz Frommberger is the manager of the "International Lab for Local Capacity Building (Capacity Lab)" at the University of Bremen. The Capacity Lab focuses on the use of ICT for reducing poverty in developing countries. Lutz is a computer scientist by training. His research interests include AI technologies for geo-spatial mobile applications. The Capacity Lab develops “mobile4D”, a crowdsourced disaster alerting and reporting tool for Android smartphones. mobile4D makes use of the CAP protocol to exchange data with other disaster management systems.
	Topic:	Update from OASIS Emergency Management Technical Committee and Secure Exchange Technology for CAP Alerts
	Speaker:	Elysa Jones is an internationally recognized expert in Emergency Interoperability Communications via Data Messaging. Elysa is Chair of the OASIS Emergency Management Technical Committee since 2004.  Her Committee developed and maintains the Common Alerting Protocol Standard known as CAP, which is also ITU recommendation x.1303.  Additional Standards for message distribution, resource messaging, hospital availability and tracking of emergency patients are products of her Committee. As Chief Technology Officer for Secure Exchange Technology Innovations, Inc. (SETI), Elysa leads the technical team in the design and development of products that provide controlled, secure, accurate data exchange in any and all formats.  SETI promotes interoperability through the use of open data standards with a focus on emergency communication. Elysa interfaces with technologists, leaders, and policy makers to encourage standards use throughout all levels of government as well as commercial areas where secure and interoperable communications are a must.
	Topic:	Japan Tsunami Warning Standard
	Speaker:	Koichi Katagiri, in 2013, resumed the responsibilities of Director Global ICT Strategy, an arm of the Ministry of Internal Affairs and Communications. Mr. Katagiri was in charge of the vital ICT infrastructure recovery that were damaged by the Great 2011 Tohoku Earthquake and Tsunami. He led the post Tohoku disaster impact studies which advocated the importance of more effective and broader use of ICT for disaster management. This work was carried out while he was Director of the Safety and Reliability Office (2008) and Director of the Broadband Network divisions belonging to the Telecommunications Bureau of the same Ministry of Internal Affairs and Communications. He served overseas as the First Secretary (Attache) in the Embassy of Japan in Malaysia (1999). Mr. Katagiri graduated from the Georgetown University, USA, with a Master of Arts in Public Policy (MPP).
	Topic:	CAP Initiative in Developing Nations Perspective
	Speaker:	Azmat Hayat Khan started his career in 1990 as meteorologist. He worked in various capacities in Pakistan Meteorological Deptt (PMD) and is presently head of the Remote Sensing and ICT Centre and National Drought Monitoring Centre of PMD. He prepared more than 30 research papers, presented in various national/ international workshops, and published in various journals. He implemented GIS tools for effective DRM activities during drought episodes. He conceived four projects on “strengthening early warning system in Pakistan” and received funding from GEF, WFP, RIMES and UNDP during last three years. He is member of WMO information system (WIS), SAARC STORM project and SAARC monsoon initiative program. At the national level, he is a member of the committee on mainstreaming DRR and the committee on multi-hazard mapping project of NDMA.

	Speaker:	Marcello Marzoli, Fire Captain, degree in Aerospace Engineering, since 1990 he has been working for the Italian Ministry of Interior, Department of Fire Corps, Civil Defence and Public Rescue. In 1997 he was at the Rome HQ Control Centre, in 1998 he moved to the National Control Centre, then to the Air Service and the National IT Office, to come back in 2005 to the Rome HQ. Since 2001 he has been working on European and National R&D projects: namely, ITALSCAR (ESA 2001) and the EU projects LOCCATEC (2000), INStANT (2001), LIAISON (2003), PETRA-NET (2005), REACT (2005), SAVE-ME (2008), IDIRA (2010), REFIRE (2010), HELI4Rescue (2011) and AF3 (2014). Since 2002 he has been appointed as expert evaluator by the EC in the  Space, IST, NMP and Security R&D activities. He is inventor and assignee of a couple of Italian Patents in the medical apparatus domain. He has published several papers.

	Speaker:	Victor Massam is a computer systems analyst working with the Tanzania Meteorological Agency. He is involved in: identifying, understanding and planning for the organizational impact of systems; ensuring that new technical requirements are integrated with existing processes and skill sets; preparing technical requirements; interacting with designers to refine software requirements, and; performing simple programming and testing. He is also dealing with networking management and troubleshooting.

	Speaker:	Honorable Siththy Marina Mohamed is Secretary of the Ministry of Disaster Management. She was appointed on April 25, 2010 by the President of Sri Lanka to this position on the Cabinet. As Secretary, she also chairs the National Disaster Management Coordination Committee which at that time had 127 members representing 73 organizations, including representatives from Government agencies, donors, UN agencies, INGOs, NGOs, media, professionals, academic institutions and the private sector.

	Topic:	CAP in Canada – Targeting an Audience
	Speaker:	Norm Paulsen is a senior meteorologist for Environment Canada (BSc.) and one of the principle architects of the CAP Canadian Profile. He has expertise in systems design, and has been thoroughly involved in warning message production since 1991. Norm has contributed to CAP in both Canada and the WMO; is an active participant in the OASIS technical and sub-committee groups working on the next CAP versions;  and is currently the chair of the CAP Canadian Profile Standards Working Group. The updated Canadian Profile will be used in both Canadian Broadcast Alerting systems and the upcoming Canadian Wireless commercial mobile alerting system. His current position involves analysis and strategic planning for alerting programs of Environment Canada as well as being the primary consultant to all Federal Government departments engaged in Public Alerting with CAP.
	Topic:	Earthquake and Volcano Alerts
	Speaker:	Efraim Petel is AtHoc vice president for International Public Safety Markets. Efraim oversees AtHoc’s interactions with international government agencies responsible for the safety of a country’s general public and citizenry. A 30-year industry veteran of mass notification and crisis communications, Efraim is an internationally renowned homeland security expert. Before joining AtHoc, Efraim was the founder and CEO of Alerting Solutions, Inc. (ASI), which was acquired by AtHoc in January 2013. Under Efraim's direction, ASI was a leading provider of warning systems for homeland security and infrastructure protection used by national, state and local governments around the world, as well as interactions with various international corporations. During his tenure as CEO, ASI specialized in providing IP and Common Alerting Protocol (CAP) based integration technologies for fire alarms, indoor PA systems, sirens, digital displays, and radios. He was instrumental in the development of the first system certified to effectively interface with FEMA's Integrated Public Alert and Warning Systems (IPAWS). Efraim graduated from the Technion with as B. Sc. in Electrical Engineering.

	Speaker:	Mario Alvaro Ruiz Velazquez is an advisor to the Centro de Instrumentación y Registro Sísmico and a specialist in Emergency Alert Systems. He holds a Master's Degree in Computing Systems and his Ph.D. studies focus on Emergency Alert Systems and Crises Leadership. An information technology advisor in Safety and Warning Systems to various levels of government in Mexico, he participates in design, development and installation of the Mexican Earthquake Alert System (SASMEX) using EAS-SAME and CAP. He also works with academic, specialist and civil protection authorities in developing the Earthquake Warning System in California, USA.

	Speaker:	Rohan Samarajiva is founding Chair of LIRNEasia, an ICT policy and regulation think tank active across emerging economies in South and South East Asia, and the Pacific.  He was its CEO until 2012.  He serves on the Boards of Communication Policy Research south, Research ICT Africa and the Lanka Software Foundation. Reporting two cyclones in 1978 while at the Sri Lanka Broadcasting Corporation initiated his interest in disaster risk reduction. As Director General of  Telecommunication, he played a role in the adoption of the Tampere Convention and conducted a pilot study on an inventory of emergency telecom resources. His publications include reports on multi-hazard warning systems and dam safety in Sri Lanka as well as scholarly articles on mobilizing ICTs for effective disaster warning (2005) and regulatory design for disaster preparedness and recovery by infrastructure providers (2003). Before setting up LIRNEasia, Samarajiva was Team Leader at the Sri Lanka Ministry for Economic Reform, Science and Technology, responsible for infrastructure reforms. Previously, he was Visiting Professor of Economics of Infrastructures at the Delft University of Technology in the Netherlands and Associate Professor of Communication and Public Policy at the Ohio State University in the U.S..

	Speaker:	Nuwan Waidyanatha is a member of the Sahana Software Foundation and he serves as the Chairs of the Sahana Standards and Interoperability Committee. He holds a master's degree in Operations Research and a degree in Computer Engineering. With expertise in ICT system design, Nuwan focuses on practical solutions for developing nations. His present research concerns early warning and emergency information exchange, including the use of CAP.
	Topic:	The development of CAP-based Tsunami Alerts at the Pacific Tsunami Warning Center
	Speaker:	Stuart Weinstein is the Assistant Director of the Pacific Tsunami Warning Center (PTWC) located in Ewa Beach Hawaii, USA. He has held this position since 2005, and has been with the PTWC since 1998. He oversees the day-to-day operations of the warning center and conducts tsunami training with the International Tsunami Information Center based in Hawaii. Stuart received his Ph.D. in 1991 from the Johns Hopkins University (Maryland) for his dissertation on thermal convection in planetary mantles. He continued in this area of research with a National Science Foundation Postdoctoral Fellow in Earth Sciences grant at the University of Michigan in 1991 and at the University of Hawaii as the SOEST Young Investigator in 1993. Stuart worked for Bloomberg L.P. New York, from 1996-1997 writing financial analysis software. New York reminded Stuart how much he appreciated Hawaii’s climate. This prompted Stuart’s move back to Hawaii in 1998.
