Key objectives
The primary objectives of the meeting are to:
create a work plan an initial draft of recommendations to eighteenth Congress on policy and on actions that need to be taken to ensure that NMHS can address emerging issues resulting from changes in the availability of data, government and other policies on publication of data, and from changing roles of organizations resulting from changes in the use of data and the technology to support those changes
to prepare a work plan for the team that will result in a complete set of recommendations for submission to EC-69 (to be available by 1 April 2017).

Five meetings are planned during August and September 2016 on data-related topics. This document tries to explain the differences between their objectives.
ICG-WIGOS Task Team on Data Partnership (29 August – 31 August)
The objective of this meeting is to clarify prepare the work plan that will result in guidance material for Members on observation-related data partnerships between NMHS and other organizations and in observation-related guidance to supplement the generic data management policies and practices that will form part C of the WIS.
This meeting concentrates on the framework for relationships between organizations contributing to observations management.
(Some experts will be invited to remain for the afternoon of 31 August to act as rapporteurs to the Meeting of CCl lead Rapporteurs and Experts on Observations)
CBS-led Review of Emerging Data Issues (31 August – 2 September)
The objective of this meeting is to create a work plan and an initial draft of recommendations to eighteenth Congress on policy and on actions that need to be taken to ensure that NMHS can address emerging issues resulting from changes in the availability of data, government and other policies on publication of data, and from changing roles of organizations resulting from changes in the use of data and the technology to support those changes.
Meeting of CCl lead Rapporteurs and Experts on Observations (29–30 August)
The meeting will gather lead experts from the CCl Task Team on the Statement of Guidance on CCl Observational Needs (TT SOGON) and the lead Rapporteurs on Climate Observational Issues, and the lead Rapporteurs on Voluntary Observing Networks. The meeting will develop a road map for provision of guidance with consideration of a tiered observations network approach to meet climate-relevant needs on national, regional and global scales and across relevant time scales (from e.g. urban climatology to global climate change), the development of the Voluntary Observing Networks and the development of a common understanding of the nature and content of CCl contribution in the Observation System Development through provision of a Statement of guidance to the IPET-OSDE.
Second meeting of the Inter-Program Expert Team on Climate Data Modernization (IPET-CDMP2: 31 August-2 September)
The IPET-CDMP is co-chaired by CCl and CBS, JCOMM, GCOS, WCRP are also represented, in addition to support from WIS/WIGOS secretariat staff. The objective of the meeting is to endorse the Concept of Operation of High Quality Global Data Management Framework for Climate (HQ-GDMFC) and make progress on the various elements of the Framework including on definitions and related guidance material; archival and data management infrastructure and the Manual on HQ-GDMFC.
The objective of this meeting is to advise CBS on the management and development of the WMO Information System (WIS), covering governance of matters relating to the capacity of the WIS network and escalation of issues that cannot be resolved between the Global Information System Centres, identification of the expectations and requirements of technical commissions and regional associations for the WIS after 2020 (including Part C of the WIS, information life cycle management).
Terms of Reference for the CBS-Led Review of emerging data issues
Taking into account the issues identified by the seventeenth World Meteorological Congress in Resolution 65 (Cg-67), the essays on emerging data issues prepared by presidents of technical commissions following the meeting of presidents of technical commissions in January 2016, and the outcomes of the May 2016 meeting of the Executive Council Task Team on Data Policy and Emerging Issues, the Commission for Basic Systems, in coordination with other technical commissions, shall:
1. Prepare a review encompassing the following areas:
(a) Further clarification and delineation of the categories and types of big or emerging data and data sources
(b) An overview of technical issues and application areas with respect to big or emerging data sources of significance to WMO, identifying the relevant WMO bodies and processes appropriate for addressing them, as well as gaps
(c) An analysis of the structure of the private sector as it applies to this area, identifying key products and their input data and sources, major stakeholders or stakeholder groups and potential partners
(d) Identification of specific areas and recommendations for engagement by WMO and WMO Members with respect to big and emerging data
(e) Future trends and their implications for WMO in this area
2. Submit a draft of the review to the task team Chairperson by December 2017
3. Revise the review based on comments received from task team members
4. Submit a final version of the review by March 2018 for inclusion in a document for EC-69
5. Reflect any further input on the review by the Executive Council and submit the completed review to the task team chairperson by December 2018.

TOWARDS A WMO APPROACH TO EMERGING DATA CHALLENGES
THE WORLD METEOROLOGICAL CONGRESS,
Noting:
(1) Resolution 69 (Cg-17) – WMO Strategic Plan 2016–2019,
(2) Resolution 40 (Cg-XII) – WMO policy and practice for the exchange of meteorological and
related data and products including guidelines on the relationships in commercial
meteorological activities,
(3) Resolution 25 (Cg-XIII) – Exchange of hydrological data and products,
(4) Resolution 16 (Cg-XVI) – Climate data requirements,
(5) Resolution 48 (Cg-XVI) – Implementation of the Global Framework for Climate Services,
(6) Resolution 1 (Cg-Ext.(2012)) – Implementation Plan of the Global Framework for Climate
Services,
(7) Resolution XXII-6 – IOC Oceanographic Data Exchange Policy, adopted by the Assembly
of the Intergovernmental Oceanographic Commission of the United Nations Educational,
Scientific and Cultural Organization at its twenty-second session,
(8) The Abridged Final Report with Resolutions of the Sixty-fifth Session of the Executive
Council (WMO-No. 1118), Annex II – The role and operation of National Meteorological and
Hydrological Services – A Statement by the World Meteorological Organization,
Recognizing:
(1) That the principles of good data management being developed through the WMO
Integrated Global Observing System (WIGOS), the WMO Information System (WIS) and
other WMO Programmes are an essential first step in addressing the complex issues of big
data, crowd-sourced data, and new and emerging sources of data,
(2) That, as a key support activity during the WIGOS pre-operational phase, the
Intercommission Coordination Group on the WMO Integrated Global Observing System will
give attention to the need for effective data management and custodianship practices
throughout the lifecycle of data, for example from the point of measurement and data
collection, through data integration, processing and exchange, to long-term archival, and
that WIGOS will develop guidance for Members for inclusion in the Guide on WIGOS,
(3) That, with the expansion of mobile phones and other devices, social networking platforms,
satellite data, observing system data and numerical weather prediction data, real-time
digital data are ever increasing in volumes and speed of delivery, creating new data
sources and datasets, where traditional methods of data access, exchange, processing and
storage may not be adequate or appropriate,
(4) That, as the diversity and volumes of these data types and datasets increase, so do the
risks and opportunities, and there is a need to find appropriate ways through which the
meteorological community can benefit from these non-traditional sources, striving to
support standards for timeliness and quality and considering issues of privacy,
transparency and liability,
(5) That, in August 2014, the Secretary-General of the United Nations, Ban Ki-moon, asked an
Independent Expert Advisory Group to make concrete recommendations on bringing about
a data revolution in sustainable development, suggesting that issues of future data
exchange would require special attention from the meteorological community,
(6) That some National Meteorological and Hydrological Services are already exploring crowdsourcing
and big data partnerships and collaboration with the private sector, especially in
the area of data mining and warehousing of large social media data streams, and that there
is interest in exchange of experiences, and potentially the development of a WMO
approach in these areas,
Decides to undertake a review of the challenges and risks, opportunities and benefits related to
big data, crowd-sourced data, social media as well as emerging and future data sources, and their
potential impact on Members, as the basis for production of a guidance document for Members;
Requests the Executive Council to guide the review, taking this matter up at its sixty-seventh
session, and to report on its implementation to the Eighteenth World Meteorological Congress;
Requests the Commission for Basic Systems, in coordination with other technical commissions, in
particular the Commission for Hydrology, to undertake the review;
Requests the Secretary-General:
(1) To invite Members and regional associations to assist in this review, within existing
resources, by, for example, highlighting ongoing and future efforts to address these
challenges, opportunities, benefits and impacts within their countries and as they relate to
WMO systems and services;
(2) To coordinate the work done by the relevant WMO Programmes in this area;
(3) To keep Members apprised of developments.
