Stop of E-AMDAR TAC data (FM42) via GTS and the corresponding migration to TDCF
Notification from EUMETNET
Further to the notification dated 19th August 2014, the UK Met Office will now carry out a "phased" migration to WIGOS AMDAR BUFR Template TM311010 v7 to facilitate Global NWP and Data Centres capabilities to ingest the change to data format.

During this phased approach, airlines will be migrated individually from 3 November 2014 1100 UTC until 15 December 2014 1100 UTC.

The UK Met Office will continue to transmit E-AMDAR bulletins in both BUFR (FM94) and TAC (FM42) along with bulletins in the WIGOS AMDAR BUFR Template TM311010 v7 during the migration period.

Details of the airlines migration schedule can be obtained from the E-AMDAR Technical Co-ordinator - Mr. Stewart TAYLOR.

All E-AMDAR data will migrate to the WIGOS AMDAR BUFR Template TM311010v7 (adopted by IPET-DRC May 2012) and from 1200 UTC on Monday 15th December 2014, the transmission of E-AMDAR bulletins in TAC format on the GTS will cease.

In case your NMHS is not ready for a stop of the E-AMDAR FM42 message dissemination or switch to WIGOS AMDAR BUFR Template TM311010v7 please contact: EUCOS and Mr. Steve STRINGER as soon as possible.

Kindly forward this letter to the GTS message switching section and the users of AMDAR aircraft data in your NMHS.

WMO No. 306 Manual on Codes, Volume I.2 - International Codes
Adoption of amendments to the Manual on Codes (WMO No. 306) by fast-track procedure
In accordance with the fast-track procedure for adoption of amendments to the Manual on Codes, the Secretariat sent a list of amendments to the focal points for codes and data presentation matters for comments on 8 August 2014.

No objections were received from the focal points, while the focal point of Spain proposed additional entries in the Common Code tables C-1 and C-11, which are considered as a minor adjustment and "will be done by the Secretary-General in consultation with the president of CBS" in accordance with the fast-track procedure.

The president of CBS has adopted the amendments, including the additional ones by Spain, on behalf of Executive Council (EC) for implementation on 5 November 2014.

With respect to the Item 9 in the list, the CBS expert team, IPET-DRMM notes that the templates:
3 07 078 and 3 08 023 are designed for the case the period for monthly precipitation data in CLIMAT and CLIMAT SHIP starts on the last day of the previous month in UTC.  
0 04 074 shall be set to a relevant negative value to indicate the starting time.

The amendments are available in English,  French,  Russian and  Spanish.

Notification from the Netherlands
The national coding procedures by the Netherlands will be amended on 4 November 2014 for FM 12 SYNOP.
The national code of the Netherlands is deleted in Section E.

Changes in the allocation of station index numbers
Meteorological Service of Canada (MSC)
The President of RA IV has approved the allocation of an additional range of station index numbers to the Meteorological Service of Canada (MSC). The range 73001 to 73998 shall be used for observing stations operated by Canada in the area of North America in Region IV. This will be in addition to the existing range of WMO Synoptic Station Identifiers (71001 to 71998) currently assigned to the MSC. Assignment of index numbers from this range to observing stations will be made by the Member concerned, in compliance with the scheme prescribed in the Manual on Codes (WMO-No. 306).

Department of Hydro-Met Services (DHMS) of Bhutan
The President of RA II has approved the allocation of a new range of station index numbers to the Department of Hydro-Met Services (DHMS) of Bhutan. The range 44500 to 44519 shall be used for observing stations operated by Bhutan at the eastern end of the Himalayas in the area of Region II. Assignment of index numbers from this range to observing stations will be made by the Member concerned, in compliance with the scheme prescribed in the Manual on Codes (WMO-No. 306).

Notification from the Swedish Meteorological and Hydrological Institute (SMHI)
Effective 1 September 2014 all SYNOP observations from SMHI will be categorised as "essential" data. The bulletin headers will remain unchanged.

The UK Met Office will transmit E-AMDAR bulletins in both BUFR (FM94) and TAC (FM42) until 1100 UTC on Monday 3 November 2014. All E-AMDAR data will migrate to the WIGOS AMDAR BUFR Template TM311010v7 (adopted by IPET-DRC May 2012). Any E-AMDAR data with a nominal time in the period of 1100-1200 UTC may be transmitted in both formats.

From 1200 UTC on Monday 3 November 2014, the transmission of E-AMDAR bulletins in TAC format on the GTS will cease.

In case your NMHS is not ready for a stop of the E-AMDAR FM42 message dissemination or switch to WIGOS AMDAR BUFR Template TM311010v7 please contact: eucos@dwd.de and Steve.Stringer@metoffice.gov.uk as soon as possible.

WMO No 1060 - Manual on WIS, Adoption of amendments by fast-track procedure
In accordance with the fast-track procedure for adoption of amendments to the Manual on WIS, the Secretariat sent a list of amendments to focal points for comments on 11 December 2013.

No disagreements were received from the focal points. The president of CBS adopted the amendments on behalf of Executive Council (EC) for implementation on 15 May 2014.

Launch of Data Collection or Production Centre (DCPC) for World Weather Information Service
Notification from Hong Kong Observatory (HKO)
The Hong Kong Observatory announces that the Data Collection or Production Centre (DCPC) for the World Weather Information Service (WWIS) has moved to the operational phase effective 15 May 2014.

The WWIS at http://worldweather.wmo.int is a web site operated by HKO on behalf of the World Meteorological Organization (WMO). It serves as a centralized source on the Internet of the official weather information issued by the National Meteorological and Hydrological Services (NMHSs). By April 2014, a total of 166 WMO Members supplied weather forecasts or climatological data for showing on the WWIS. As an integral component of the WMO Information System (WIS), the DCPC for WWIS serves three major functions:

1. Provide online services for global users to search and access the official weather forecasts and climatological information for cities around the world collected under the WWIS programme.
2. Offer subscription service for users to automatically receive weather information of their interest. The information is encoded in XML format to facilitate further data processing.
3. Provide metadata of the weather information available at the DCPC for WWIS to the Global Information System Centres (GISC) under the WIS framework to enable searching of weather information through the GISC’s Discovery, Access and Retrieval (DAR) services.

From the DCPC for WWIS portal (http://dcpc.worldweather.org), users can search for weather forecast and climatological information products currently available under the WWIS programme. They can request direct access to the most recent issues of the products or set up a subscription to get the products delivered once they arrive at the DCPC (please refer to the user guide in the Appendix). The web portal is open to all participating NMHSs of the WWIS programme.

Notification from the Islamic Republic of Iran
The national coding practice by Islamic Republic of Iran will be amended on 1 June 2014 for FM 12 SYNOP.

Adoption of amendments to the Manual on Codes (WMO No. 306) between CBS sessions
In accordance with the Procedure for the Adoption of Amendments between CBS sessions, and as approved by the president of CBS, the WMO letter No. OBS/WIS/DRMM/DRC (PR-6745) (En, FrRuSpAr) dated 21 February 2014, including draft amendments to the Manual on Codes, was delivered to all WMO Members for comments.

The WMO Secretariat received no disagreements on the draft amendments in the letter by 21 April 2014.  The amendments are therefore approved in accordance with the Procedure.

With respect to the Item 5 in the amendments, please note that it could be reflected, if applicable, in relevant software when it is possible, because it is a reminder for correct reporting.

The president of CBS agreed to notify all WMO Members and members of EC of the approval of the amendments through the WWW Operational Newsletter.

The implementation date of amendments is 5 November 2014.

Revision of the circular letter (French version) on amendment to the Manual on Codes (PR-6745)
In accordance with the comment from the Permanent Representative of France, the circular letter (French version) on the amendments to the Manual on Codes through the procedure for adoption of amendments between CBS sessions was updated and has been made available from the WMO web.

The revision was made editorially to Note 3 of Regulation 15.7.4.2 of FM 15 METAR/FM 16 SPECI so that the French text is consistent with the corresponding English text.
