CODES
FM 94 BUFR edition 3 and FM 95 CREX edition 1
In accordance with the agreement by the 15th session of the Commission for Basic Systems (CBS-XV) (Indonesia, September 2012) , the edition 3 of FM 94 BUFR and the edition 1 of FM 95 CREX are removed from the
Manual on Codes - Volume I.2 (WMO-No. 306) and are available from the
WMO Website at:
http://www.wmo.int/pages/prog/www/WMOCodes/WMO306_vI2/PrevEDITIONS/BUFR3CREX1/BUFR3CREX1.html

The session also encouraged Members to convert to software that can handle the later editions.

Backup Observation by MTSAT-1R for maintenance of MTSAT's ground system
Notification from Japan Meteorological Agency
JMA plans to conduct the maintenance of MTSAT's ground system from mid-October to December 2012.  Due to the maintenance, MTSAT-1R will be operated as an observing satellite in place of MTSAT-2 from 03 UTC 18 October 2012 to 02 UTC 26 December 2012.  Instead of MTSAT-2 AMVs/CSRs, JMA will disseminate MTSAT-1R AMVs/CSRs from 03UTC 18 October to 02UTC 26 December.

Adoption of amendments to the Manual on Codes (WMO No. 306) by fast-track procedure
In accordance with the fast-track procedure for adoption of amendments to the Manual on Codes, the Secretariat sent an email on amendments to the Manual on Codes to the focal points for codes and data presentation matters for comments by 17 September 2012.

No disagreements have been received from the focal points and the amendments were approved by the president of CBS on behalf of Executive Council (EC) to be implemented on 7 November 2012.

The amendments are available in English, French, Russian and Spanish.

Changes with respect to the identifiers in buoy reports from Météo-France
Notification from Météo-France:
In accordance with the decision taken by the Data Buoy Cooperation Panel (DBCP) - 27th Session - 26 to 30 September 2011. The following actions regarding GTS bulletins for buoy observations will be implemented by Météo-France:

(i) To produce buoy bulletins with 7-digit buoy numbers in FM-94 BUFR format only (see action item 58).
(ii) To replace the sub-category value 255 (= missing value) with 25 (buoy observation (BUOY)) in all BUFR reports of buoy observations from 1200 UTC on 11 September 2012 (see action item 59).

Adoption of amendments to the Manual on Codes (WMO No. 306) between CBS sessions
In accordance with the procedure for the adoption of amendments to the Manual on Codes between CBS sessions, and as concurred by the president of CBS, the WMO letter No. OBS/WIS/DRMM/DRC (PR-6630) (En, Fr, Ru, Sp) dated 7 March 2012, including draft amendments to the Manual on Codes, was dispatched to all WMO Members for comments by 7 May 2012.

The WMO Secretariat only received comments approving the draft amendments. The amendments are therefore approved in accordance with the procedure for the adoption of amendments to the Manual on Codes between CBS sessions.

The president of CBS agreed to notify all WMO Members of the approval of the amendments through the WWW Operational Newsletter for implementation as of 7 November 2012 with an exception of an amendment on 6 November 2013.

The WMO Observing Requirements Database
The WMO Observing Requirements Database is now available for consultation. Directives are provided on the web page to assist users.

This database is the official repository of requirements for observation of physical variables in support of WMO Programmes and Co-sponsored Programmes. These requirements are maintained by the focal points designated for each application area. It is the foundation of the Rolling Requirements Review (RRR) process overviewed by the Expert Team on Evolution of Global Observing Systems (ET-EGOS) of CBS.
