Adoption of amendments to the Manual on Codes (WMO No. 306) by fast track procedure
In accordance with the fast track procedure for adoption of amendments to the Manual on Codes, the Secretariat sent an email on amendments to the Manual on Codes, to the focal points for codes and data presentation matters, for comments by 12 July 2011.

No disagreements have been received from the focal points and acordingly the amendments were approved by the President of CBS, on behalf of Executive Council (EC), to be implemented on 2 November 2011.

The amendments are available on the WMO web site in English, French, Russian and Spanish.

Notification from the Australian Bureau of Meteorology
Changes to Ocean wind warning area for South East High seas area of MetArea X

The Bureau of Meteorology is changing the Ocean Wind Warning service for the South East High Seas area of MetArea X. On 1 June 2011 the Adelaide and Melbourne warning areas will be combined. Therefore, a single warning product for the South East High Seas area will be issued by the Melbourne office. Ocean wind warnings will no longer be issued from the Adelaide office. There is no change to the High Seas forecasts for the South East Area.

The change is necessary to reduce duplication of warning products issued for large weather systems simultaneously impacting adjacent warning areas. The single warning will reduce satellite download costs for mariners whilst at sea.

Ocean Wind Warnings for South East warning area are listed below:

Adoption of amendments to the Manual on Codes (WMO No. 306) between CBS sessions
In accordance with the procedure for the adoption of amendments to the Manual on Codes between CBS sessions, and as requested by the President of CBS, the WMO letter No. OBS/WIS/DRMM/DRC PR(6553) dated 18 February 2011, including draft amendments to the Manual on Codes ( En, Fr, Ru and Sp), was dispatched to all WMO Members for comments before 18 April 2011.

The WMO Secretariat only received comments approving the draft amendments before 18 April 2011. The amendments are therefore approved in accordance with the procedure for the adoption of amendments to the Manual on Codes between CBS sessions.

The President of CBS agreed to notify all WMO Members of the approval of the amendments through the WWW Operational Newsletter for implementation as of the first Wednesday following the six months after the date of this notification, i.e. 2 November 2011.

Software packages available for exchange
Notification from the United Kingdom Met Office
The UK Met Office is pleased to make available to WMO Members a software package written in Java that converts WMO TAC data types such as SYNOP and TEMP into BUFR and vice versa. The communications package also extracts input data from WMO bulletins and wraps output data in WMO format bulletins. Further details of the software are available via the CBS Software Registry.

Changes to METAREA XVII (Page 29) Footnote (10) should be amended as follows:

(10) Forecasts for sections of METAREA XVII north of 75°N and east of 141°W (Sea Area A4) are broadcast by Canadian Coast Guard radio from Iqaluit NU via High Frequency Narrow Band Direct Printing (HF NBDP), on a frequency of 8416.5 kHz. Broadcast times are 0330 and 1530 UTC during the operational season.

Change in abbreviated heading of buoy data
Notification from RTH Toulouse
Effective 20 April 2011 the abbreviated heading IOZXii LFVW of BUFR bulletins originating from ARGOS global processing centre in Toulouse, France will be replaced by IOBXii LFVW where ii is equal to 01-16 and 18, 20, 21, 22, 25, 39, 48, 92, 96.
