Granularity of metadata records

Authors of metadata records have to decide on the "granularity" of their metadata records. Producing a record for every item of data would enable users to access directly individual items of data, but would result in a large number of metadata records to assess. Describing a large number of data items in a single metadata record produces a manageable set of metadata records to assess, but makes it more difficult to access a single item. A balance has to be drawn. Recommendations on how to draw that balance are available in a Word document.
