MM8: Modify the WMO_DataLicenseCode codelist to remove the restriction on "WMOOther" to allow it to be applied to informatoin shared by any means; add code table entry "NoLimitation" to indicate that there are no limits on the use of the information. MM14: add hydrosphericComposition, lithosphericComposition and radiation.
