XML representation of WIGOS metadata (wmdr)

Release 1.1 of the WIGOS metadata data representation (wmdr) is expected to be first formal version of the XML representation of WIGOS metadata.

The Application Programming Interface (API) for OSCAR/surface is being based on release 1.0RC4. This will allow upload and download of WIGOS metadata information to and from OSCAR/surface, and the same standard may be used to exchange WIGOS metadata between other applications.
