Codes and Data Designators
Adoption of amendments to the Manual on Codes and the Manual on the GTS by the fast-track procedure
In accordance with the Procedures for Amending WMO Manuals and Guides (Res. 21 (Cg-17)), the Secretariat sent, on 24 July 2018, the amendments to the Manual on Codes (WMO-No. 306) and the Manual of the GTS (WMO No. 386) to the focal points for codes and data presentation matters and the focal points on WIS matters for comments.

No objections were received from the focal points.

The President of WMO has adopted the amendments on behalf of Executive Council in accordance with the Procedures.

JMA to change forecast range and header of Track Forecast Bulletins via GTS
Notification from Japan Meteorological Agency (JMA)
As from 00 UTC on 01 August 2018, JMA will begin to distribute Tropical Cyclone Track Forecast Bulletins with extended forecast range up to 132 hours ahead. This extension is accompanied by the extension of JMA’s Global Spectral Model (GSM) forecast range for the initial time of 00, 06 and 18 UTC since June 5 this year, and will be applied to bulletins with headers of FXPQ2i (i=0~5). In addition, the bulletins for the western North Pacific and the South China Sea produced from the Global Ensemble Prediction System (GEPS) of JMA, currently sharing the header with the bulletins from GSM, will be issued with a new header of FXPQ3i (i=0~5).

The track forecasts of deterministic GSM for this region will continue to be provided with the current FXPQ2i header.

ECMWF extends product sets available to NMHSs
Notification from The European Centre for Medium-Range Weather Forecasts (ECMWF)
ECMWF has extended the data sets of HRES and ENS products it makes available to WMO NMHS’s.

Products have been made available via ECMWF’s DCPC.

2018 Plan for Improvement of Maritime Safety Information
Notification from Japan Meteorological Agency (JMA)
JMA issues maritime safety information for the Northwest Pacific area from 100 to 180°E and from the equator to 60°N. To support the prevention of maritime incidents associated with severe weather, the Agency plans to improve such information provided to parties engaging in international shipping, fishing and other marine activities on 19 June 2018.

The improved information will be delivered via new telegraphic communications known as WWJP27 and WWJP28. Provision of the existing versions (WWJP25 and WWJP26) will be continued for around two years to support user migration.

JMA to start distribution of High Resolution Radiosonde data via GTS
Notification from Japan Meteorological Agency (JMA)

As from 05 July 2018, JMA will begin to distribute High Resolution Radiosonde data in WMO official BUFR template TM309052 and the sequence 3 01 128 under the WMO headers IU[K,S]C[60-75] RJTD.

The current TEMP BUFR messages converted from TAC reports, distributed under the headers IUSC[01-12] RJTD, will terminate after the migration to the bulletins for the users.

Codes
Adoption of amendments to the Manual on Codes (WMO No. 306) between CBS sessions
In accordance with the Procedures for Maintaining Manuals and Guides (Res. 21 (Cg-17)), and as approved by the president of CBS, the WMO letter No. 01356/2018/OBS/WIS/DRMM/DRC (En, Fr, Ru, Sp, Ar) dated 2 February 2018, including draft amendments to the Manual on Codes, was circulated to all WMO Members for comments.

The Secretariat has received no disagreements on the draft in the letter. The amendments are therefore approved in accordance with the Procedures.

The president of CBS has agreed to notify all WMO Members and EC members of the adoption through the WWW Operational Newsletter in accordance with the Procedures.

The implementation date of amendments is 7 November 2018.

Termination of old drifting buoys from Japan
Notification from Japan Meteorological Agency (JMA)
The BUFR messages for drifting buoys distributed under the WMO headers, IOB[A-D,I-L]0[1-3] RJTD will cease on 11 April 2018. JMA has distributed IOB[A-D,I-L]1[1-3] RJTD in WMO official BUFR template TM315009 for drifting buoys since December 2016.

Cessation of distribution of Argo float data in TESAC format
Notification from the international Argo Programme
Following the recent Argo Data Management Team meeting, it has been decided that the issuing of real-time Argo float profile data to the GTS in FM-64 TESAC format will cease on 1 July 2018. Thereafter the float profile data will only be available on the GTS in BUFR TM3-15-003 format (but will still be available in netCDF through the two Argo Global Data Assembly Centres). Note that this change only refers to Argo float data and that profile data from marine mammals and ships will continue to be available on GTS in TESAC format.
