EXPLANATORY MEMORANDUM RELATED TO THE PROVISIONAL AGENDA

1. ORGANIZATION OF THE MEETING

1.1 Opening remarks

At the kind invitation of the government of Australia, the second meeting of the CBS Management Group will be held in Sydney, Australia from 10-13 December 2001. Dr G. Love (Australia) will chair the meeting. Travel information and the documents for the meeting will be available via the WMO Web server at http://www.wmo.ch/web/www/BAS/MG2/documents.html and will be mailed only on request.

1.2 Adoption of the agenda

The provisional agenda will be submitted to the session for adoption.

1.3 Working arrangements

The meeting may wish to agree on working arrangements (working hours etc). It is planned to deal with all agenda items in plenary. The working language of the meeting will be English.

2. CBS WORK PROGRAMME

At its twelfth session the Commission defined the OPAG expert and implementation/coordination teams and rapporteurs and their corresponding terms of reference. The CBS-MG will review the work of the teams and rapporteurs to date, including reports of the rapporteurs on scientific evaluation of OSEs and OSSEs, Rapporteur on GCOS Matters, Rapporteur on Regulatory Material, Rapporteur on the Improvement of Volume A, Rapporteur on Monitoring, Rapporteur on the Application of NWP to Severe Weather Forecasting, Rapporteur to Evaluate the Impact of changes of the GOS on NWP. It will also be invited to consider and advise on the provisional schedule of meetings of the teams to be held in 2002.

CBS-XII agreed that a study should be undertaken to investigate existing cooperative arrangements and agreements and agreed to the Rapporteur on Innovative Collaboration should undertake a study and report the results to the CBS-MG. The meeting will review the outcome of the rapporteur's work to date and will suggest any further action to be taken.

CBS-XII specified terms of reference for the Rapporteur on Total Quality Management, and at its last meeting the CBS-MG provided some additional direction and advice on the work plan proposed by the rapporteur. The meeting will review the rapporteur's first report and will provide advice on any further action to be taken.

3. ISSUES ARISING FROM EXECUTIVE COUNCIL, REGIONAL ASSOCIATIONS AND PRESIDENTS OF TECHNICAL COMMISSIONS SESSIONS RELEVANT TO CBS

The outcome of the discussions at EC-LIII, XIII-RA III, XIII-RA IV and the 2001 meeting of the Presidents of Technical Commissions relevant to CBS will be reviewed with particular emphasis on actions that may need to be initiated and the corresponding responsibilities and time schedules.

4. ARRANGEMENTS FOR CBS-Ext.(02)

The meeting, considering the experience and outcome of the twelfth session, will provide guidance for the planning of the extraordinary session to be held in December 2002.

5. CONFERENCE ON DATA PROCESSING AND FORECASTING SYSTEMS

At its first meeting, the CBS-MG agreed that holding a conference in conjunction with a Commission session significantly improved participation of experts from developing countries and recommended a conference on data processing and forecasting systems, perhaps with emphasis on ensemble prediction systems, be held in association with the extraordinary session of CBS in 2002. It decided to place this topic on the agenda for its next meeting with the chair and co-chair of OPAG-DPFS to undertake preparatory work prior to the meeting. The meeting will be invited to consider the proposals on this topic developed by the OPAG-DPFS chair and co-chair.

6. WMO LONG-TERM PLANS AND BUDGET

Following the guidance of EC-LII, the EC Working Group on Long-term Planning (EC-WGLTP) prepared a draft proposal containing a broad vision statement, outcomes, strategies and associated goals for the 6LTP. At its first session the CBS-MG considered this matter and provided input to the EC-WGLTP. This was in turn considered by EC-LIII. The Secretary-General is preparing input on the 6LTP, including strategies, associated goals and key performance indicators as agreed by EC-LIII. The sections of the input pertaining to the WWW will be provided to the CBS-MG for their review. 

The meeting will also review material on the monitoring of the implementation of the Fifth WMO LTP and proposals for the budget for the 14th Financial Period.

7. EXPERIENCE WITH THE CBS WORKING STRUCTURE

The group will be invited to exchange views on experiences or difficulties and consider possible solutions regarding implementation of the CBS working structure, for example the selection of membership of ET/ICTs, working practices, and collaborative work with other technical commissions, international organizations, regional associations, etc.

8. ANY OTHER BUSINESS

Any member of the CBS-MG may propose other items for discussion under this agenda item. Advance notification to the president of the Commission would be appreciated.

9. CLOSURE OF THE SESSION

The session is expected to close at 1200 on 13 December 2001.
