1.   Purpose and objectives

     More than half of all flood-related deaths in the United States are vehicular related. This video will educate and inform vehicle operators of the potential loss of life and property when vehicles are driven through normally dry creek beds when suddenly inundated with flood and flash flood waters.

2.   Description

     The component contains two messages. A 30 second public service announce is available for media use. An 8 minute documentary contains actual footage of vehicles being swept away by moving water. A brief discussion of buoyancy and the forces of water associated with losing control of a vehicle are discussed. Safety rules are included.

5.   Operational requirements and restrictions

     This video is intended for use by the general public with specific distribution to emergency management agencies, insurance companies, driver education facilities, and other institutions associated with vehicles.

     The video is in English and Spanish on VHS-NSTC format.

7.   Operational experience

     The dangers of vehicular related deaths associated with flood waters was introduced by the Department of Commerce, National Oceanic and Atmospheric Administration, National Weather Service in the video entitled "The Awesome Power" in 1988. The video was widely acclaimed. The low water crossing video builds on the former video and further emphasises the hazards of low-water crossings.
