REGIONAL FLOOD ESTIMATION METHODS FOR DEVELOPING COUNTRIES

 

1.   Purpose and objectives

     To present flood estimation methods for a number of developing countries and regions.

2.   Description

     This report presents flood estimation methods using the approach of  regional frequency analysis - combining data from many flow gauging stations within a region whose flood response can be taken as reasonably homogeneous.

     The report describes the general methodology for developing flood estimation methods. As part of the study new methods were developed for four countries - the Philippines, Sri Lanka, Namibia and Zimbabwe. In addition previously developed methods for other regions are summarized, some being expanded and updated. The report thus provides in a uniform format flood estimation methods for 17 regions or countries. There is a summary of results and a comparison between the different countries. A brief "Manual of regional flood estimation procedures" is provided to aid the application of the methods to particular flood estimation problems in the areas covered.

     More details of how methods were derived for the four main countries are given in appendices together with discussions of any limitations or shortcomings in the methods. The background to the results from the 13 other regions is also given in an appendix.

     A report in English of 31 pages plus five appendices detailing specific cases. The total document contains 12 tables, and 35 figures.

7.   Operational experience
        
     This report presents the results of many years’ work in flood estimation studies and incorporates experience gained in applying the regional approach in a wide range of countries.
